As of 1 October 2026: a Dubai property To Whom It May Concern certificate costs AED 50 per letter plus small add-on fees, but which channel a property owner applies through changes the total, and people of determination can get it free entirely, read directly from the Dubai Land Department’s own service page.
What is this Dubai property ownership certificate actually for?
DLD issues this as either a certificate of property ownership statement or a certificate confirming compliance with property management requirements, produced on request rather than automatically. It is the document a bank, employer, visa process, or other authority typically asks for as formal proof that someone owns a specific property in Dubai, distinct from the Title Deed itself.
Why would someone need this rather than just showing the Title Deed?
A Title Deed is the permanent ownership record itself, while this certificate is a fresh, dated confirmation produced specifically for the party requesting it, often what a bank or visa authority actually wants to see rather than a copy of the original deed. Some requesting parties specifically ask for a current “To Whom It May Concern” letter precisely because it confirms the ownership status is still accurate as of the date issued, something a years-old Title Deed copy alone does not demonstrate.
Does the channel I apply through actually change the price?
Yes, in a way worth checking before applying. Through a Real Estate Services Trustee Center, the fee is AED 50 per letter plus AED 10 knowledge fee, AED 10 innovation fee, and an additional AED 50 plus VAT service partner fee. Applying through the Dubai REST app or DLD’s own website carries the same AED 50 letter fee and the AED 10-and-AED 10 add-ons, but skips the service partner fee entirely, making the digital channel the cheaper option for anyone able to use it.
What if I am a senior citizen or a person of determination?
DLD runs a dedicated call center channel for these two groups, reachable on the toll-free number 8004488. People of determination are issued the certificate completely free, while senior citizens pay a flat AED 70, a single combined figure rather than the itemised AED 50-plus-fees structure everyone else goes through. For a person of determination specifically, this call center route is both the cheapest and the simplest path to the certificate.
How does the actual application process work?
At a Trustee Center, the process is straightforward: present an Emirates ID, an employee enters and processes the transaction, pay the fee, and receive the certificate. Through Dubai REST or the website, it is a sign-up-or-login, select-the-service, pay, and receive-online flow. The call center route for people of determination and senior citizens works differently again: contact 8004488, send proof of eligibility (a People of Determination card and Emirates ID, or just an Emirates ID for seniors) by email, and the employee issues the letter directly. A fourth channel, Dubai Now, covers the same certificate under the name “Owned Property Certificate.”
How fast does it actually come through?
DLD lists the service time as instant across the standard channels, once the Emirates ID and payment are processed.
How does this compare with Abu Dhabi’s version of the same idea?
Our Abu Dhabi People of Determination Card guide covers the free card itself; here in Dubai, that same card unlocks a specific free document rather than a broader set of discounts and exemptions. Our Dubai property sale registration guide covers the separate, much larger fee that applies when a property actually changes hands, this certificate by contrast is a proof-of-ownership document for an already-settled property, not a transaction. Anyone using property ownership to support a residency application should also check our UAE property owner visa guide, since ICP’s own documentation requirements for that route are separate from what DLD asks for here.
What is the short version?
A Dubai property To Whom It May Concern certificate costs AED 50 per letter plus AED 20 in knowledge and innovation fees through any standard channel, with an extra AED 50-plus-VAT service partner fee at a Trustee Center that the Dubai REST app and website both skip. People of determination get it free through DLD’s call center, and senior citizens pay a flat AED 70. All standard channels process it instantly.
