UAE AI Strategy 2031: Building an Artificial Intelligence Powerhouse in the Gulf

The United Arab Emirates was among the first countries in the world to appoint a dedicated Minister of State for Artificial Intelligence and to publish a national AI strategy, establishing a vision to make AI a core driver of the UAE economy by 2031. This forward-looking stance has attracted major global technology companies, researchers, and investors who see the UAE as a uniquely welcoming jurisdiction for AI development.

The National AI Strategy 2031

Launched in 2017, the UAE National Artificial Intelligence Strategy 2031 sets out a comprehensive roadmap for integrating AI across government services, education, healthcare, energy, transport, and financial services. The strategy positions AI not merely as a technology initiative, but as an economic transformation tool — with the UAE government estimating that AI could contribute up to $96 billion to the national economy by 2030.

The Office of AI, Digital Economy and Remote Work Applications — established under the UAE Cabinet — coordinates AI policy across federal agencies and drives the adoption of AI in public service delivery. UAE government services have among the highest rates of digital adoption globally, providing fertile ground for AI augmentation.

MBZUAI: World’s First AI University

The Mohamed bin Zayed University of Artificial Intelligence (MBZUAI) in Abu Dhabi is the world’s first university dedicated entirely to AI graduate education and research. MBZUAI has attracted top faculty from MIT, Carnegie Mellon, and other leading research institutions, creating a world-class AI research hub in the Gulf. Its proximity to the UAE government and major technology companies creates a unique applied research environment.

Abu Dhabi’s AI Ecosystem

Abu Dhabi has emerged as a particularly important hub for AI infrastructure and foundational model development. G42, one of the UAE’s most prominent AI and cloud computing companies, has built foundational large language models specifically trained for Arabic language understanding, addressing a significant gap in global AI capabilities. G42 has also partnered with international technology leaders on data centre development, positioning Abu Dhabi as a regional cloud and AI compute hub.

Opportunities for Businesses

The UAE’s AI ambitions create tangible business opportunities across the ecosystem: data centre operators, AI software developers, professional services firms advising on AI implementation, and companies building sector-specific AI tools for healthcare, logistics, and financial services. The regulatory environment is supportive — the UAE has published AI ethics guidelines and sandbox frameworks that allow companies to test AI solutions in real environments with regulatory oversight.

For regional and international businesses, the UAE’s AI strategy represents a significant commercial opportunity — both as a market for AI products and as a base for developing AI capabilities that serve the broader Middle East and North Africa region.
