If they were, they enter a traffic code sent by SMS to confirm it. If someone else was driving, the owner instead enters that person’s licence details, and the actual driver receives a notification prompting them to declare the points themselves using their own traffic code. Only once that declaration is confirmed can the fine actually be paid.
