What does Blue Residency actually give you?

It is a 10-year residence, renewable, with no sponsor required inside the UAE. The holder’s spouse, children of any age, and parents all qualify for their own 10-year residence permits too. Holders can also sponsor domestic workers, and if the primary holder dies, dependent family members can remain in the UAE for the rest of the residence’s validity period rather than losing their status immediately. Existing Golden Residence holders can convert to Blue Residence if they separately meet its requirements.

Who actually qualifies? Five distinct tracks.

ICP groups eligibility into five categories, each with its own evidence requirements:

  • Environmental and sustainability influencers: proof of membership and participation in environmental initiatives, recommendation letters, accreditation from recognised organisations, and proof of financial support of at least AED 1 million
  • Scientists and researchers: a nomination from the UAE Council of Scientists, a master’s or PhD in an environmental or energy-related field from an internationally ranked university, and recognised research metrics such as FWCI or h-index scores
  • Investors and entrepreneurs: fully-owned capital of at least AED 2 million invested in a high-value environmental project, registered under the SME category, generating annual revenue of at least AED 1 million
  • Inventors and innovators: a patent in the environmental field, plus evidence of the invention’s added value and a recommendation from a relevant authority
  • Elite specialists in environmental organisations: a nomination, a leadership or specialised role, at least a bachelor’s degree, and a nomination letter from the employer

How much does it cost?

ICP’s fee structure for Blue Residence runs:

  • Application fee: AED 100
  • New Blue Residence issuance, per year of the 10-year term: AED 100
  • Smart Service fee: AED 100

That totals AED 1,200 across the full 10-year validity period, a modest cost relative to the length of residency it buys once an applicant actually clears one of the five eligibility tracks.

What documents does every applicant need, regardless of category?

Every track requires a passport valid for more than six months, a recent personal photograph, valid health insurance, and proof of medical fitness. On top of that baseline, each category adds its own evidence, recommendation letters, scientific publications, business plans, financial statements or experience certificates depending on which of the five tracks applies.

How do you actually apply?

ICP offers two routes: a self-application submitted electronically with the required documents and fees attached, or a nomination route where a relevant authority submits the application on the candidate’s behalf.
