ICP requires both of the following to be true:
- Service or age: at least 15 years of work service, inside or outside the UAE, before retirement, or the applicant has reached 55 years old
- Financial standing, any one of three routes: property worth at least AED 1 million, a financial deposit of the same AED 1 million value in a UAE bank within 60 days of the residence being issued, or an annual income of at least AED 240,000, backed by six months of bank statements

What is the 60-day rule here?
Applicants who do not already live in the UAE should plan this timeline carefully before booking travel, since the clock starts the moment they enter the country, not when the application was first submitted or approved in principle.
